Biden has systematically dismantled the entire Trump legacy in mere months. This is "somehow" the one thing he couldn't do.
Biden, who ran largely on claims that Trump was a puppet of Putin due to not opposing Russia stridently enough, refuses to comment on whether he told pipeline company to pay off Russian hackers.
These hackers are possibly under the direct control of Putin, and, at the very least, are tolerated...
It was a bill that was passed by congress that authorized the sale of these IP addresses. It answers a number of questions that was posed by the lazy reporting of the article linked by the OP.
Somebody needs to stop reading conspiracy sites. This sale was authorized by the Congress (National Defense Authorization Act for Fiscal Year 2020 HR 2500)

I work in the defense industry, it was not a boon as it was made out to be. It's actually been a drain on at least the traditional defense industry considering we have been fighting a low tech adversary. The industry is more than happy to see that money not sucked away.

As the NYT article mentions (and the report), the Ukrainians were unaware that Trump had even withheld military aid. If you are going to make a threat to withhold aid under the conditions they investigate a political opponent, they, uh, have to be aware of it.
