I don't think getting less power consuming 12v devices will alleviate the problem, and 10.2 volts points to a PSU going bad IMO>

Have tried running the pc with just video, hard drive and one stick of memory? Change memory slots?
If it does same thing try another stick of memory.
Sounds like you have hard drive issues.
I would double check your hard drive/s to see if you have any issues.
Run chkdsk at command prompt and check the drive for errors.
500Watts means nothing unless it's from a reliable manufacturer, pc's today really need good reliable quality power.
So it's worth investing in a good PSU that will last a good few years, as it's one component you don't upgrade as often as others.

Not sure if the Dell E510 will show PIO/DMA modes in the bios, if not check in the device manager under IDE ATA/ATAPI controllers and then check advance settings under Primary/Secondary Channels.
If they are PIO mode change the transfer mode to DMA if available on device 0 & 1
I take it you have already uninstalled/reinstalled the audio drivers.
I would look into other drivers, such as your chipset esp considering that your cpu useage bumps up.

It is strange how the window version acording to newegg has a 5 year warranty and yet the normal version has only a 3 year warranty.
I was under the impression that all raptors had a 5 year warranty on them, I know the original 36/74 gig drives did.
Both are good, but a lot is going to depend on how good a video card you have.
Running native res on the 20" (1680x1050 widescreen version or 1600x1200 4:3 version) you should easily get by with a 7800GT/ATI equivalent or the 24" (1920x1200 widescreen) is going to require more power...
Lack of inputs compared to the dell 24" and the fact my 7800GT would be struggling with a 1920 x 1200 native res kills it for me.
Still a good price and good to see the prices continually dropping.
