well fans are supposed to through cool air from the case on the hot heatsink to coolit down and therefore cool the cpu it self. try to upside down it, or buy a new one.

well i have seen p120 working at 133 (2*66 instead of 2*120) without any prob and most of them run at 150(2,5 *120) with just a bigger fan on the heatsink.

what do u need a quadro2 card? its a geforce2 gts optimised for opengl aplications (not games but design probs and 3d modeling) and it is much more expensive (though cheaper that other similar cards)
well or its a mobo prob opr more likey its a power suply prob. it might be destoyed by the storm, and thats why it starts without booting, its just gives the powe r not the signal to boot. try changing the power supply
