660 and 660ti are very over priced and very over-hyped. 7870's are beating the 660 AND 660ti in benchmarks that have taken place post-catalyst update starting late 2012. They are over-speccing and over-charging for a mid range 660ti, calling it a high end card.

titan only outperforms the 690 option when you go balls to the wall three-way SLI.
Titan: single GPU roughly equivilent to two 670's.
690: Double GPU 680.
3x SLI = maximum amount of sli for efficient scaling.
2xSLI 690 = equivilent to SLIx4 680, gives full scale of three 680's and lesser...
I think you guys are missing the point of the titan. And no, with boost 2 it's very overclock friendly, it doesnt limit the power to the card it in fact unlimited it for the user's discretion at the user's own risk.
