Cooling A i7-3770k Question!

What's up guys im wondering if a Cooler Master Hyper 212 EVO will keep the i7-3770k cool with it Oc'ed to 4.0Ghz-4.2Ghz Max im going TBH Which cost $35 , Or should i get the Noctua NH-D14 Which i know is a better cooler but cost $55 more then the CMD: Can you guys help me out here? I would buy...

Are these good components for $1500 first build?

I mean that's might be a reason why ive done it but doesn't it run hotter though? Or is it just a myth?

Why do you say that Factory OC'ed Gpu's arent worth it? this has Core Clock = 1111Mhz & Boost Clock = 1163Mhz What's so bad about that? And i think you can OC it alil more if you want right? And the card is $420 it's sold out on newegg right now though

Is this a good parts for $1500 build?

Cause i just looked at them compared to the G-skill the timing on the g-skill is 8-8-8-8-24 cricial is like 11-11-11-24 which is kinda worse
