Thanks Photos. MSI Afterburner helped a LOT! My default fan speed/temp curve was way too steep in the 70+ temp range. Fan never really spun up much until temp was high 70's, and I guess temps would shoot up so fast speed would jump to 100% fan speed. This caused temps to rollercoaster up...
I have a 2080 super. When I play games that task my card, the fan kicks in wide-open for about 2 seconds (sounds like a hair dryer), then goes back to idle speed.
This cycle repeats about every 15-20 seconds (13 seconds of quite, then 2 seconds of a hair dryer running)
This is SOOOO annoying...
