Is this normal backlight bleeding for IPS panels?

I have never owned an IPS panel before so I am just not sure if this kind of backlight bleeding on a brand new monitor is considered normal, so I would like your opinion! This was taken directly in front of the monitor 3ft away, which I believe, takes away the possibility of normal IPS glow...

Can GPUs be used in any of the 3~5 PCIe x16 slots?

Can PCI-E x1 interface addon cards be used in PCI-E 4x or 16x slots?

Can someone explain how SLI works with PSU?

Thanks for your input, I guess I'm at a predicament because I'm not sure if my current PS rated @700w can handle both my main gpu and the 275 especially since I plan on overclocking everything. Do you know if gpus running primarily as PhysX cards draw their full TDP?
