you can run the 670 fine with 300w PSU but two things you have to care about that,
1: make sure the psu is good rated and a quailty brand like antec,XFX,corsair.
2: you do not have to overclock anything.
At max load GTX 670 eats about 162w.
well the 290 has more raw horsepower but does use more power but theres mantle which no one really knows if it will improve or not and then with 770 u have less power not as powerfull still decent and u can record with it without buying a capture card or using fraps and u get support for...
It's hard to find a good gaming pc for this low amount of money I have had the same problem but recently found on amazon gaming rigs by vibox which are inexpensive and have pretty impressive specs

Having used sli, crossfire, and a multitude of cards throughout my career I will always suggest a single powerful gpu. Go GTX 680 and don't look back my friend. AMD drivers will give nothing but headaches.
Look for one with Windows 8 that provides a "downgrade" to Windows 7. Microsoft encourages its "partners" to push out Windows 8 now.
One example is the Dell E6540 through the Work rather than Home products, that has a Haswell i5 and Windows 7 Pro.

Stay away from Tuneup Utilities 2014 / Advanced SystemCare 7, i just helped someone re-load there os because these so-called fix it tools messed up there pc so bad, reformat was the only option. CCleaner is all you need.
I would suggest you to download and install the following add-ons to ensure that you are able to watch videos on youtube.
1. Adobe Flash Player 10.1
2. Adobe Shockwave Player
Once you have installed them, restart the computer and then try to play the video
I've done 3 in Vista, 3rd one being my projector. Had a 7800gtx and a 6800 gs in my computer and 3 worked fine. 3 also works fine with two ATI 3870s. I would higly recommend sticking to the same brand of video card. Don't mix ATI and NVIDIA.
I have gotten it to +150 Core offset and +400 Mem offset @ 1.175 V Stable and I think thats as high as mine can go because a +155 it starts to fash in Unengine

If your system has built in ipgpu in the CPU go into the bios and turn on muilt monitor. You then can run the forth monitor on the onboard video chipset.
