Yes you can put 2 nics in a 98 machine. You should not have any problems. Just make sure you set the TCP/IP settings correctly. You will probably have to set the external nic (connected to cable modem) to DHCP and the internal nic you can set with a permanent IP address.

If your motherboard supports it, and most do, you can just boot directly from the CD-ROM. Go into your bios and make sure that the CD is set as 1st, 2nd or 3rd boot device. Put the Win Me CD in the drive and restart. It should recognize the CD and start Windows setup for you.
I would second the option to use FreeBSD, I am running it on a 486-DX2/66 as my firewall and it works well. With the minimal install I still have ~150MB left on a 400MB HD. The ftp install is very easy to do. It recognized all my hardware and set it up properly.

I am running the same setup you are. I am able to get to 850 with a slight voltage increase. When I went to 900, I had to reset the CMOS to get it to reboot. I have not screwed around with it much more, because I don't have time.
