For Cable connections, cloning the MAC address usually does the trick. One important procedure after cloning is to do a power cycle to sync the whole system.
Since your other wireless devices are working fine, it's really the laptop.
This requires some really serious troubleshooting, if you can bring it to an
expert, that would be faster rather than doing a trial an error. You have mentioned
that even wiring to the modem does not help? Could it be...
Since you have an ethernet cable running from the basement, all you need is a wireless access point. You can go for WAP54G from linksys (it has ethernet port), it's within your budget. If you want a more upgraded one, I believe the price is around $100
It can be done! You can learn networking by self-study as long as you know the basic. There are so many networking topics/information available online, available to you anytime. You just need to be a little resourceful :)

I used WRT54G before and ran DD-WRT on it. That router served me well for more than 5 years. :) However, due to connection issues I need to get a new one. I heard the Linksys E4200 is compatible with DD-WRT.
coincidentally, I have the same shockwave issue and it's getting frequent and
really annoying, still trying to resolve it, I have tried re-installing my browser
but to no avail :(
