I always thought the 7850 and 270X were really similar. I doubt you would gain much money if you sold your 270X and got a 7850, especially after postage, payment fees etc
Power supplys are often wayyyy overspecced.
Intel Haswell CPUs are very power efficient and with no GPU your computer will be consuming very little power. 600W is more than enough even with a high end GPU installed. I'd be confident your computer would run off a 360W PSU easy.

I don't think I could feel comfortable overclocking on a non Z board, especially the budget boards. I think it mostly boils down to the weaker VRM design and less cooling on them.
You could probably run a 280X off a 650W fine. Reviews for the 280X GPU don't seem to show it consuming tons of power.

Most modern gaming cards generally have 2GB of VRAM anyways, though it's all about balance. There's little point in getting a card such as a AMD 270X with 4GB of VRAM if you are only using one 1080p monitor.

A 280X is pretty much a 7970, so it will be a pretty small performance improvement.
A 290 would be nice, but I couldn't justify the cost of upgrading to it myself. I'd rather wait till the next generation.
