Do you have a telephone line or power lines running between the two buildings? If so their are solutions to using the phone line or power line to carry network data. I'm not sure how expensive this would be. I'm thinking about...

Uninstall the network card and its drivers.
Physical remove the NIC
Reinstall using the directions that came with you NIC. Some require you install the software before you put the NIC in. If possible get any updated drivers.
When reinstallling the software be sure to use the drivers on the CD...

Seems strange that an Access Point costs 2x to 3x more that a wireless router.
Supposedly an Access point is more configurable but that wouldn't justify the extra cost to me.

Any suggestions on a VPN router that seems to work for most people.

Any splitter may work fine for many years but when one goes bad it definitely can cause a slowdown in your connection speed.
When they go bad they dont just stop working, you may still get a perfectly fine video image but your internet connection is degraded.
