Thanks for your opinions and take on the R9 290 cards. After looking a bit online on Japanese blogs, it seems the cheap card, having only 2 fans, get hot quickly and a very well cooled case is needed.

Thanks to the community, I have made up my mind in building a medium-budget gaming PC in Japan (as opposed to a PS4).
I have pretty much decided on all parts according to my budget:
Core i5 4690(or 4690S) with Gigabyte Z87X UD3H with 8gb ram.
However, I am trying to pick a graphic...
I realized that the tower would be too crowded for a full graphic card and the PSU (unnamed 500W) would need to be changed. But in any case, thanks to all for helping make up my mind. My dilemma has been solved.

For about 500$ it seems pretty decent. I could then add the sapphire R9 280 with boost and OC for about 200$.
I am still not sure about the CPU and mobo but the site offers them at a set for a pretty decent discount. I will look more into it.
What would you say is a good value i5 for some over clocking and possibly crossfire in a few years?
