Well, the highest I ever saw "confirmed" to run was "DDR3-2711". BUT I have to admit that a lot of boards would not properly let the system boot if you went past 2400 or at least had to use BCLK.

Early on kits with the same mhz were actually worse than their DDR2 counterparts in terms of performance.
You had to go up in mhz quite a tad just to outdo the DDR2 stuff...it wasn't until later when DDR3 started to really shine.

FX4XXX can usually be undervolted a TON and still run stable no questions asked. So the PSU is of no concern I think...unless it's already acting up, which some PSUs tend to do once they hit a certain age.
But it should run with the PSU regardless.
