I had google voice since it was grandcentral and using it with gizmo5 worked great years ago. On the phone, using a sip dialer over wifi worked, but quality was only as good as the connection. Depending on how you set it up, I think it can be an acceptable replacement for regular voice calls.
If you can really avoid using minutes, there is a loyalty voice plan for $15 that gives you 30 minutes. Without a texting plan (since google voice does it all now) you could pay $45 a month plus taxes and fees in that scenario.

Is it missing a sim card or doesn't have a sim card slot? If it's the latter, then you won't be able to use it on a GSM carrier.
The ESN/MEID is found on the phone or in the settings area. You can check online if it is clean, but you can also call verizon and ask them to check it for you too.
