What mean exactly power marking on your power supply

Yeah, it's the rating for the power that it can continuously and reliably supply. But watch out for the brand of the PSU manufacturer, cheap ones can't supply what they're advertised as, expensive ones can supply equal to or possibly greater than what they're supplied for reliably.

Yeah, if you're not doing any substantial overclocks, it should be fine.

7970 Crossfire question

Yeah, the older your card is, the less I would suggest a Crossfire setup. Go for a newer card.

Need help with picking card.

It's a nice card, at 1080p you should be fine with Star Citizen. I dunno about high settings, but it'll run it. You have to remember how much of a part your screen resolution plays in determining whether or not you can run a game on high settings. At 4K, you can forget about a 390 cutting it...

5 year old TX 850 - Time to get rid of it?

r9 390 issues with DX11....future DX12?

I would say to go for it, I'm seeing positive reviews for the R9 390 and it performs well for its price. DX12 won't be seen in major games for a while, the DX11 drivers should be fine soon.
