What about the "16 million" part?
At least for AMD + Fiji, I think the interposer is a bit fragile to officially sanction end user modification. One scratch and no more very expensive GPU.
Welding works at a much higher voltage. The GPU operates somewhere around 1.0-1.5V, which would mean 400A -> 400-500W. The engineer in the presentation clearly said 400 amps.
Note the different holes and the lack of VRAM on the 'newer' card. It should be no surprise that a company who designs boards will re-use designs/layouts.
