What's faster/better? AMD 2400 HD or Intel HD 3000/4000 ?

AMD's HD2400Pro/XT is at Intel's HD2000/HD3000. Both are DX10, so it depends on you which one you prefer. In my opinion AMD's drivers are better than Intel's so that's an adavantage for the red team. Also in my opinion Ivy's HD4000 and above is better.

Looking for new wireless mouse to replace Performance MX

I'd recommend the Logitech Wireless Marathon Mouse M705 which is very fast and does not consume a lot of energy, even though the Master MX mouse is a great option too.

4K monitor suitable for occasional gaming?

As long as you check the refresh rate to be faster than the one you currently have you'd be OK to use it for gaming purposes.

Those cheapo korean monitors worth it?

Maybe beyond brands and manufacturing facilities, the warranty is a factor to keep in mind. I'd rather pay a little bit extra and know for sure that the monitor will be covered than take the risk of having something without warranty that may break up in a couple of weeks.

i3, i5, i7 naming convention

The naming convention may need a refresh due to the improvements the chips have had throughout these years, regardless that an enough computer savvy person can see the differences between a latest i3 and a first gen i3 processor. That's more due to marketing.

USB Floppy Drive - What's the use?

Certainly nowadays they're used to access old data that was stored in floppy disks or due to nostalgia (I've seen some cases like that), but mainly those are the two reasons why people could use these drives to access floppy disks currently.

Problems with VLC Player

You could check on device manager if there is any issue with the audio drivers that could be causing that, since it is mostly related to only audio than just the program or the computer itself after all you have done.

Managing your data.

I keep the daily files that I work with on a separate partition of the internal hard drive, besides of having a backup of those files across different cloud services (OneDrive, Box, Google Drive, Box) and also a general back up to external drive once a year.

Damage to pci-e pins

This seem be have two possible reasons, one could be related to the power supply unit that may be burning the gold out of them or may be related to malfunctioning slots on the motherboard. I'm more inclined to the motherboard since has happened to you and 2 different slots.
