I ended up buying the Cooler Master Hyper 212 Evo for about $16.00, and have been able to get 4,000 out this old stuff. I'm very happy! Thanks for the help everyone.
I think you are right about the heat sinks on memory. To be honest, I've never gotten the rated performance (8500) out of these sticks on this board. I suspect either the board isn't capable of it or I don't know how to do it.
Thank you everyone for the advice! I'm surprised that anyone even remembers this old gear. Back in its day, this board was the ultimate o/c board, and was a big improvement over the old days when overclocking required solder and alligator clips lol.
