I bought the part from Newegg and I dealt with them, aside from the 1hr wait to speak to someone, it wasn't toooooo bad. Just explain the situation and they'll generate a RMA#, label and ship it out to them. Only...
I think that might be for the 290(X) only? Do not think the 390 has it.
Might be time to try flashing the BIOS on the motherboard (ASUS Maximus VIII Hero).
The BIOS date on this is some time in July, I see there's one from November. Unfortunately all of the notes just say something along...
The only other app I have that can control fans is CorsairLINK to regulate the H110i GTX I have installed, but that does not control the GPU fan from what I can tell. To be safe, I killed the application and it's still the same.
Edit: Just wiped out the hard drive and only reinstalled Windows 7...

Installed the card and also the CCC 15.7.1 that was on the disk.
The fans were going full bore and so I thought maybe drivers and went and grabbed the latest Crimson drivers(15.11) and that did nothing...
