VPN suppose to slow down your regular internet connection but if it's getting about 25%, its not a good VPN service your are using. I would highly recommend ExpressVPN here, it will take about 10 to 12% but works pretty awesome and never put any major impact on your speed and PC performance...
yes you are right this will be good option but Sony should give discount to new buyers of PS4 because there are many options available to buy at affordable price.
