If you genuinely want an answer, take a picture of your CPU cooler for us to see. Dell has many desktops with this CPU. They may use different coolers, so we can't provide an accurate answer. One thing is for sure, an OEM isn't going to use the Intel stock cooler for boxed CPUs.

Nothing stops a user from placing a M.2 SSD in the PCIe x8 slot intended for discrete graphics. A SFF system using an APU would likely be using integrated graphics anyway, and I can't imagine a situation where a system can support a graphics card but not a chipset.
It would be much easier to change the case than to look for a single-slot card. Many ITX cases that support dual cards aren't large. Take a look at something like the SilverStone SG13.
