Yes - it is definitely throttling, and the first thing to do is to find how much will you be able to undervolt your CPU - unless you could somehow increase the fan speeds somehow.
So - with Intel XTU, you should decrerase the "Core Voltage Offset" as much as possible and test it with the strerss...
I still think that the temperatures are an issue while gaming. So try to do the following things in the exact order:
- first of all try again to get your settings back on default
- open intel XTU just to monitor temps
- install and open GPU-Z to monitor GPU temps
- open a game and start playing...

There are still games that will work on an AMD mobile APU. Try something with A12-9700P - it should be better than any Intel configuration in that price range.
