I'd suggest a Dell or a Thinkpad. You may end up paying more for what you want, but there's a reason for that. We've used Dell boxes at work for years and I can't say enough good things about their service and support, which has been great on those very rare occasions when we've needed it.
I've read where setting vcache manually was a good idea in Win95. Apparently Win98/Me/2k handles memory much better than 95 and manual tweaks really aren't necessary.

Go to Crucial and configure for your Dell there. We bought a 128Mb DIMM for a Dimension T500 at work for $65 the other day. Through Dell, it's a lot more expensive.
