SVC has the YS-Tech 125.5CFM/45.0dBA for $13.99. But I would go with something like the Enermax 120x25mm Dual Speed fan - 94.92CFM/30.10dB or 63.05CFM/24.60dB - so you can adjust the speed when you need a little less noise, although the 94.92CFM/30.10dB wouldn't be too bad if those numbers are...
You could try installing the Dial Up Networking 1.4 upgrade and see if that restores the protocol selections.
The Windows Update Setup Files folder usually has downloaded IE install files, so if an updated version of IE has been installed already, deleting the leftover files shouldn't affect...
