Both GTA 5 videos seems like fake. 1700X(stock) will be on par with 7700k(stock) in most of the games. Highly single threaded games can create advantage for 7700k but that kind of games are almost inexisting nowadays... So overall 1700x(stock) gaming benches won't be 10% less than even 7700k(5 Ghz).
I do not have an information about how much volts getting lost on VRM. Can you do a rough estimation about what 1,87v and 1,35v means how many Volts in Intel or old FX CPU's?

Noctua Nh D15 is just 1-2 degrees higher than the best of best AIO's under the same loads. So I think if Ryzen 7 chips can hit 4,5 Ghz with realistic voltages, then Noctua Nh D15 won't have a problem to keep up with that clock.
