Two things: [1] the naming convention (8000p versus 800p) and [2] the part numbering ("MEM" versus "SSD"). If the 800p was to have better performance than the 8000p, then they'd be marketing it as such (e.g. "8100p").

With Optane part numbers, "MEM" implies SLC and "SSD" implies QLC.

Additionally, the new IMFT fab is producing quad-deck Xpoint (256Gbit at SLC and 1Tbit at QLC). The 64GB MEM product is two of the 256Gbit chips.

The intra-core "mesh" no longer has to travel around the outside like two trailer park girls. The communication channels are shortened by going 3D so the signals take less time to get to their destinations and can run at higher frequencies.
I agree with a comment: if Intel did not think that Cannonlake would come to market, they would not have announced it. They put up the protective moat patent in 2014. Only after they realized that it was commercially viable did they announce it.
