There are lower voltage. But in AVX I can see throttling to 2,7GHz while v3x2_50_39.efi - I got 3,2GHz-3,3GHz.

Why?
Intel doesn't care about AMD in the matter of the price... they never put price down instead they make quicker release of new product, higher clock....

Ok... solved... intresting thing....
1. Data base/encryption can use a lot of L3 cache.
Increace uncore from 1,6GHz to 3GHz give 33% of boost
2. But when you doing it CPU cores slow down to:
~x27 (25-33 fluctuating multiplayer) no ucode
~x31 umcode27
One more...
Intresting thing from testing.
I can't boost in AVX2. No mcode some cores boost to 3,3GHz some to 2,5GHz it's fluctuate not stable clock... and power consumption around 50%.
Better performance I have with mcode27 but it's only 3,1GHz-> same situation on mcode39 3,1GHz. -> power consumption...

You can automaticly load it :)
1. go to efi shell
Write:
cp fsX:\V3_2_XYZ.EFI fsY:\EFI\Boot
bcfg driver add 0 fsY:\EFI\BOOT\V3_2_XYZ.EFI "FULL"
reset
2. go to bios choose FULL to boot
X - number of the drive with efi file
Y - number of the drive with efi boot partition
V3_2_XYZ.efi...

use asus flashback to flash (only that is working) - it it's 100% working method. If you can't do it it's yours mistake or you have...

I don't need cinebench break record resoluts... I don't want to make more than VRM can deliver.
My CPU at cinebench at 3,1GHz taking 500W of energy
When I working in my apps at stress it take "just" 400W... so I have 100W gap to make Intel limit.
So it's not power...

Yes... but my problem is you got multiplayer 33 and I have 31 - same CPU, similar config of the bios (I have Z10PE-D16 WS).

Yes I messaure from a wall power consumption. Things in hwmonitor are not so good
Bios on Z10 D16 WS it's have just a little part of desktop boards....
I have 2x Noctua u14s they are getting job done (less than 70 C).
When I'm using less stress apps (70% Cinebench power consumption) It's still doesnt turbo to max single core turbo.

Did you turn off all C-states in bios ?
Best way is to use Asus flash back.
No you don't have to change anything except to start with UEFI, turn off C States.
Maybe less stable- but it's normal while you doing stuff like this :)

search topic for link to file 00_OC ANANDTECH.rar -> you got there a manual and all tools that you need.
Basic: You need to delete microcode. After that you need to load v3 efi before OS. Than you load os :)
In that manual is the simplest way to do it.

Can you explain how V3_2 mod work? Because more I read less I understood... it set max turbo for all cores as max turbo for single core (limit is power consumption) or it set clocks just for some cores (that are set up in v3x2c).
Someone few post ago done that. It's hard. You don't have flashback :(

My xeon boost almost same. But it's huge difference in power consumption in IDLE and at the middle states. On uC39 CP I got lower power consumption at stress on ~2,1GHz with more...

Asus Prime series is very good on paper. I would go for it... for that price I think not many motherboards are better.

everything stuck at 2800MHz (2696V3)... as I understood from first posts I could run it at 3,6GHz...
