I had a very similar problems with my @home setup. I ended up using TCP/IP for the computers to access the internet and netbeui to share files between the two computers. Make sure to bind file and print sharing with netbeui and not TCP/IP.
there are 14 IRQs but some of them cannot be changed. Are you sure its an IRQ problem? Is there a yellow exclamation point next to your tv card in device manager? If not there might be some other problem with your tv card.
RDSport323 is right. You can run your memory at 133 MHz and your FSB at 100 MHz. Check your bios settings there is one to change your memory bus. The highest FSB that most people can obtain is about 106 MHz
You change the settings through the systems properties in the control panel. Device manager tab, select properties and then under settings choose your own settings. You shouldnt mess anything up much if you do restart in safe mode and let windows assign all the IRQ's Hope this helps
