In general that's usually a bad idea. You'd have to set your fixed voltage >= whatever is the max that would be needed at full load. For 99.9% of the time, that would be more than you'd need, which will cause you a lot of pain in terms of thermals.

I assume you're already using ThrottleStop, or an EFI that has powercut invoked in it naturally. How do your power and temps look? Both of those tend to get *much* higher, and quickly. (On my machine with dual sockets, I can't exceed x32 when using all 18 cores) Are you using one of the EFIs...

You definitely won't get 3.8, the best I think anyone has been able to pull off is 3.5, with most folks maxing out closer to 3.3 or 3.4. In part, it depends a bit on your motherboard and how well it supplies steady/high voltage, your cooling to be able to dissipate the heat, and the chip(s)...

The system freezing that you describe sounds (to me) like a smoking gun for the undervolt being something to look at first. With my current CPUs, I can't even finish an EFI driver load (with more than -20mv) without freezing my system and hard-rebooting.

Indeed it does! Doesn't help running 18 cores, but when limiting to 16 cores, CPU-Z multi went from approximately 13k to just shy of 15k. Also, increasing "Power Thermal Control" from 130 to 140 (max seems to be 151, haven't tried going that far yet) brings the time for 10 linpack runs in IBT...
