REQUIRED : Tools to slow down network 10mbps LAN to 1k ~ 100k ~ 1mbps

haha.... I need this "speed limiter" is to simulate error-prone or slow speed connections for my research project. I thought of coding one myself, but just want to find a fast one for prototype demonstration (video streaming over slow-link) Anyone found any?
