in windows 10 only all core playing from x28 to x35 can you lock to example x35 when cpu stress use..??? when use cpu stress all core back to x28 and with windows performance all core to x30 - x35 ....?

dear kjboughton dont be tired.. in windows 10 all of my core(22core) playing in x30 - x35 and when i cpu stress testing all core go to x28 i checking performance and power safe and balanced power option in windows only when i use render or stress cpu-z all core go back to x28 ...!!???
