It is a normal and stock behavior for a 2696 V4
No overclock for all cores "only" x 28 for all cores
From my finding it is not possible to use V3 method to boost performance in our cpu... and maybe it will not possible as soon as you and all V4 users want..Sorry!

With V3 exploit you have a pretty similar cpu than mine..maybe a little worst in performance...and now your 800 $ investment is three times better or more! :)

In OC test I see here on 2696 V3 i do not see better result than my actual 2696 V4 (not possible for now to improve other...
If 2696V3 was know when 5960x was launched..How many people would have pay for a 5960X?
and today our 2696 V4 unlocked should be a pain for 7980Xe extreme...
so I think it is not so simple to find a way to unlock it

in your case you can monitor during your stress test with IPG (intel power gadget) to see during load TDP value...

I think you are near to have success and maybe your cpu is now locked @x28 for all cores during load due a tdp problem
Your HWINFO pictures is perfect because you see in all cores frequency bouncing also for different cores than 0 (more than x28)
In my case during idle time I have bouncing till...

I have no chance to start without microcode because deleting it with UBU produce a non booting firmware for my Asus rampage V extreme 10 edition
I wonder why mtgben user with dual asus MB have this chance...

It instals after a message W3 - microde present but I can't see positive results

This motherboard does not boot without a microcode for broadwell EP
I have deleted it with UBU 1.6.95 and motherboard do not finish...

to have all core in Aida @x37 is only a bios result. in my case I set my bios to syncallcores and put value to 37. so for now we have no evidence we can use old V3 finding
Yesterday I have tested all microcode available with UBU for my cpu/motherboard
With old microcode my system boots...
I have tried to do it with UB 1.6.9.5 but with your original firmware it hung during removing empty step
Bios is built in a temporary folder but it is not possible for me to rebuild the exact header
So in your case you have to use another method to patch it
bin temporary file before header...
Tested and now no error booting from an USB and executing it.
Turbo is not unlocked. I have same behavior with/without it
Maybe it is necessary to delete microcode on firmware but in that case my system does not post

I did other test with modded bios
If i delete micro code for Xeon V4 cpu my motherboard does not post
it off itself after these code sequence 79 91 A2 off (in loop)
usually when it posts it has these sequence 79 91 95 beep 96 AA (post bios)
so in my rampage V extreme 10 edition it is not...

3.3 Ghz is your max frequency (I don't know exactly the difference with your ES) but it should possible to reach 3 ghz or more with all cores

I like it..and I would like to achieve it with mine V4..I see also you have microcode , so it is not mandatory to delete it from bios...
for now I have a problem to try your efi because my "disabled" secure boot does not allow me to start with an usb pen

I have read all this thread and in your case a modded bios used togheter an efi like user posted here , in this condition you can achieve a max turbo boost for all your coreie a 2696 V3 xeon has a turbo boost of x28 multiplier for all 36 cores/threads
it has also a x36 turbo for 1...
