What's the website? It sounds like it's not sending you the proper file. This could happen if you use a download manager, ad blocker, or another program that intercepts web data.

I don't know what bitrate you're using, but if you're using ~128kpbs, that means you have a 4-minute song as a ringtone. I imagine you can cut some of that out to make the file smaller.
