First you need to check if your motherboard will support celeron processors. What board rev. do you have? If you have a board rev. of 1.05 or lower your board will not support the celeron processor (fc-pga type). Try putting back your PII 400 and see if it boots back up. Hopefully it does...
My guess is that if you had it for about 2 years the highest it will support is 600 non coppermine 100fsb. You will need a board rev. of 1.12 in order to support coppermine processors up to 800. You can find the information Here!!!

Try keeping slot 1 open, I believe that shares with the AGP slot.
