I don't think this is right. I'm pretty sure the default is incoming is blocked and outgoing is allowed. The popup notifications are for incoming connections.
I got my 500GB drive today from Mwave. I ran 2 quick tests using Sandra and HDTach. My system is a X2 4400+ @ 2.7Ghz on a DFI NF4 Ultra. I'm using the 6.53 Nvidia drivers.

I get approx 100MB/sec deviation between various test runs at the same settings. It seems like any difference could just be due to error versus a a change in the settings.
I had the same exact problem with my Dell 24" LCD. By accident, I discovered that it boots fine with a compact flash card in the CF slot. You might want to give it a try.
I just bought the BFG 6600GT OC agp version. It's a nice card but it sure is loud. I don't know how it compares to other 6600GT cards, though. I've ordered the Zalman VF700 VGA cooler, so hopefully that helps out.
