$99 for that setup seems like a steal. Dell configurations tend to have a bit weaker processing units relative to price, but since your setup doesn't even have a standalone GPU (correct me if I'm wrong) there isn't much point to upgrading the CPU.
Personally I wouldn't bother trying to run most PS4 titles with anything under something like a i5-4690 or the AMD equivalent. Anyone who's tried cross-platform titles with high or even medium settings on an i3 will know what I'm talking about.
Loads of people still use ps/2 keyboards and will probably for a while to come. The cheap ones are made to last. Plus you can make the argument that the port is still more reliable than USB, which is pretty shameful.

Having your OS on a HDD will lag the computer noticeably for most tasks compared to SSD, but having the S410's CPU will be a much better option for gaming. Since you said you aren't gaming, go for the UX430UQ.
8 GB of RAM for a modern "high-end" gamer or streamer is insufficient. 32 GB is excessive to most but a select few groups of users. 16 GB of DDR4 is indeed the sweet spot.
Buy her a 250GB SSD for OS and programs (honestly, even 125GB is enough) and a 1TB HDD for games and files and she will grow plenty :)
Get ready to completely reinstall everything if you do that, though.
