The problem was in the boot folder of system.ini. The display.drv=pnpdrvr.drv file is causing all my problems. I am looking for an upgraded driver for my GeForce 2 MX.
Thanks for the tip. After posting here I started to do a little troubleshooting. I did a clean boot of windows and the issues cleared up. So I put everything back one at a time and found that the problem is in System.ini. Now all I got to do is figure out which entry is srewing it all up.

Just so everyone knows Norton SystemWorks 2000 is NOT compatible with Windows ME. That was one of the reasons they came out with NSW 2001 PRO. There have been a few people say they can use it but most people I have seen have had trouble with it on Windows ME.
