Based on the system specs in your profile you have gone from pc800(RDRAM) to PC2700(DDR) memory. Perhaps your old dell mobo wasn't such a pos after all.
If you added 256megs of different memory to the 256 that you already had, your memory may have been reduced to the highest common supported timings. First thing I'd try is tweaking memory settings in bios.

Creative cards are bad for that... try adjusting PCI latency in your BIOS setup. The default is usually 32; increasing this to 64 fixed the same problem with my creative pci128.
Sound cards don't do the decoding of mp3s, they just play the audio after it's been decoded. The only way to reduce the cpu usage is to use a more optimized player. I don't know if there are any faster than winamp... you'd have to look.
Setting the volume to the highest level on the source and reducing the level to where you want it using the control on the headphones will give best results.

I'd suggest you try changing "pci latency" in your bios. Try doubling and halfing the vaule, if the noise doesn't change then just restore the previous value. It's fixed a similar problem with my current soundcard and it's free and easy.

Check the impedance of your speakers against the capabilities of your amp to see if they are compatible. Both pieces of information will be shown on the back of the components.
Placing each HD on a seperate channel will allow better performance. Slave the CDRW to your least frequently used HD. Also place the swapfile on the least frequently accessed HD for best performance... unless that drive is alot slower than the other.

yes. The processes your watching probably aren't using a steady 3%. I'd guess that the readings your seeing are jumping between 0% and 3%. Even at a steady 3% it takes about 30 seconds to add up to a full second of cpu time.
