From what I've read on the web, the Emachines take an SFX form factor power supply, which this is. If you go to Power on they say it's an SFX form factor supply.
From what I've read, the power supplies in these tend to go bad rather fast. Anything from the fan going bad to the machine turning itself on all by itself. Here is a low cost replacement for $23.

My OfficeMax had a few spindles of the HP 16x 700mb discs for the $19.99 price. The rebate does not specify a UPC number. It just says a 50pk spindle of HP CD-R's. :)
