Sent packets jumping up by huge numbers

hmmm, seems like everybody is as clueless on this as me as to how those guys get prosecuted. which suggests to me that i've been asking the wrong question. maybe nobody ever gets prosecuted for this for some reason. has anyone ever even HEARD of anyone getting caught for this sort of thing?
