    True, it can't be "turned off" but that doesn't mean it cannot be bypassed or lay dormant in there doing nothing if software emulation is forced upon US PS3s. I don't believe anyone at Sony has said anything more than "it can't be turned off." Plus, they haven't said they are removing it...
