The vcore fluctuations tend to indicate that the PSU is too stressed and you have too many components in your system
and it cannot handle it.
In my setup the vcore fluctuation are maximum 0.02. No more.
Get a bigger PSU!

You better specify the ambient temp and the mobo brand too. Without those info it's hard to advise..
In my case at ambient 21C I have 45C running at idle and max 51 when on full load. (See sig for system info).

Be sure you didn't put the HSF backwards. Also compare the clips, maybe the new one is a little loose.
Also look at the contact zone to see if you have some pattern in the silicon paste, maybe it isn't making proper contact on all the
surface.

To name a few reasons that makes the recompiling required for 64bits:
- cpu opcode semantics (opcode format/size) are different to take advantage of 64 bus. So 32 EXE's would not even load on 64bit CPU...
- data alignment (data in structs/ globals/stack) can take advantage of the new 8...
It's easy to be wise on this but almoust everybody do what "sciencewhiz" said. :)
The best benchmaks ar the reall apps. You should fell a difference there if you upgrade something...

There is no way to run a chip that pumps 60-70W heat with just a simple HS. You would need a very big HS.

In archiving/encryption the CPU's speed is the most important factor. It's weird that you have that Athlon so slow.....
To my knowledge when you encrypt/archive some stuff the ALU of the CPU (not the FPU) part is what is most used. I've never seen
FPU used for that.

Get an WBK68 (if you like the Globalwins). It has a more better design than FOP38 and it is more than enough for your CPU (especialy not OC-ed.) And it features a low profile 4800RPM FAN wich is way more quiet than you DELTA....

I ran a 750Duron for 7month. 750@936 or 927 in an Abit board. I ran it at 1.775Vcore.
For cooler go with an Globalwin WBK68 or FOP68 (that's the one I used back then).

If that's the first AMD system you build you better stay for 1-2 weeks with everything at default to see how your system is performing and not to be hunted by instability issues trying to achieve insane speeds.
Watch closely your temps and the airflow. Make tests and run some games for hrs...
From the performance point of view in my experience I can say that you will notice very-very little difference (if any at all).
Running my athlon at 1.1 I feel no difference from 1.0. The benchmarks says it's faster thought.
For your gaming practices it is better to have a very good video card...

Assus boards have calibrated their temp reading a little higher (10C higher than Abit boards) to compensate the thermistor inacuracy.
I think max temp for your setup should be 65C at full load. So you are at 56C, thats pretty good.

The 3V, 5V and 12V rails can have a 10% variance.
But you should not get below 4.5 on the 5v rail because of stability issues.
So the 3.3 -> 3.39, 5V->5.15V, 12V->12.72 are very good values. Those will not burn anything up and stability should be OK at these

The ambient temp would be a must to know in these comparisions. The type of MBs taking part in the comparision is also very important.

Try opening up the case and see if the temps are affected. If it is getting 10C lower than you have a poor case airflow too :(

The 1.7V is not the default voltage for an Athlon. Put it at least to 1.75 (this is the default). But as Wind said 1.8 or 1.85 wouldn't hurt.
Also check your +5V and +12V rails with MBM. Maybe there is some instability on some of them. It can be a sign of weak PSU.
