get a linux or bsd box as your router and you can do it. regular home routers do not support bandwith shaping.
the linksys wrt54g with sveasoft firmware may support what you need. you will need to do some research on your own, i don't do that myself.

Yes there is a new 4.05.03 firmware out. People are talking about it on AVS and they have links to the firmware files etc. I have not tested it yet myself as I only have pre-1444 units and no particular reason to attempt the "upgrade".
