Refresh Flicker?

I have a brand new computer, AMD T BIRD 1.4ghz, 512 DDR,64MB GeForce3 Video Card,80 Gig WD HD, Samsung 19inch 955DF, When I move up the refresh rate over 60hz, the screen flickers on the side. I put it up to 75hz, Flickers, But 100 its fine? I dont get it, Whats up with that? Thanks ;)
