I had that same problem a few years ago, and it turned out to be nothing major. However, I can not remember the cause or the fix for my problem. I'll keep thinking about it and come back if I remember the fix I used. Anyway, don't run out for a new mobo yet, LOL.

New build won't start

Well, to start off simple, check and recheck the wiring from the on-off switch Especially where it plugs to the mobo. Those little connectors are easy to mess up on.

New CPU boots then shuts down

I would guess your CPU is overheating. Is your CPU fan rotating? Did you apply new thermal paste IAW manufacturewr's instructions? You want a very thin layer of paste. At the same time check that the heatsink is properly installed when you reassemble.
