I say just stick with the 6600GT. Mainly because it's your friends system and not yours, and he should get whatever he wants. Besides the difference of those card are not too much, it's not like a 9600pro vs x800.

yup you should be able to max everything at the 1024 x 768, you should beable to up all the way to 1600x1200 too. But at that rez your frame rate will be at something like around 30.

well, my ATi 9800 supports powerdvd's hardware acceleration,, along with all the other radeons, all the way down to the 7000s.
So you might want to try a different set of videocard drivers or check your copy of powerdvd.
it might be cause by your new Nvidia drivers having conflicts with your old ATi driver that you did not yet removed. You can try using a program call driver cleaner to clear all your old ATI files. and then reinstall your nvidia one.
It might be your Nivida drivers too, so you can try...
most if not all retail video card with TV-out by s-video comes with a s-video to RCA converter.

weren't the only ATI cards back in the days were "build by ATI". I remember buying my 3d expression with PC2tv and I can only find it from ATI and that was in 1997. it wasn't until the RAdeon days that we started to see all these other "Power by ATI" cards.
