I bought this exact combo about 6 months ago...(Paid a lot more for it, but :P)
XP Pro runs great on it, no problems at all.
I have 2 of them, both with the el' cheapo RAM/CPU/ECS MB, with GF3 Ti 200 video cards. Fast enough to get about 7000 on 3dmark 2001, on the lowest settings...
One of the reason's I posted this, was that I have this exact same machine at home.
Works great, even with the bargain bin RAM. That being said, you're chances of getting a bum stick of RAM are definately higher (Ditto on getting a bum Motherboard)

Edit: Oh there's a stick of 512 PC133 Ram for 24.99 as well. Need to upgrade a machine? $105 for cpu/mb/memory is tough to beat :)
