Another vote for the Antec TruePower New TP-750 750W. I got it a week ago from Newegg for $89.95 and there is a $20 rebate, so ~$70 total if I ever get it (not holding my breath).

Multiple rails are more of a non-issue than being bad, but about everything out there has multiple 12v rails to safety distribute the current load.
Yeah, I'd look at new PSU with dual 12v rails. It appears this has only one. I have an Ultra 500W w/ dual rails ... Ultra is not exactly great but it works fine with my HD 4850 and my system is overclocked pretty good. Having a 12v rail you can dedicate to your video card is very important...

You can adjust the fan speed within the Catalyst Control Center:
Open CCC
Go to ATI Overdrive and unlock
Go to Profiles and save profile
Go to "C:\Documents and Settings\YOURLOGINNAME\Local Settings\Application Data\ATI\ACE"
Edit XML file with the profile name you saved

Yeah, just the higher multiplier, 10x, so you can easily start at 300 FSB and work your way up. You can use DDR2 667 or 800, the memory speed doesn't make a significant performance difference.

I have not had any problems at all. Currently running the memory at 400Mhz, 1.8v, 4-4-4-12. Stock is 5-5-5-15.
You want to clear the CMOS jumper and then go into the BIOS, load optimized defaults and save after loading the new BIOS. This worked fine for me going from 11 -> 14.

FYI, the Arctic Cooling Freezer 7 Pro will not fit on the ABIT IP35-E, it overlaps the tall heatsink on the chipset. There are ways to force it on but they aren't very elegant. I ended up finding an old Zalman heatsink which I swapped for the stock one and it works perfect.

This is nothing new, many on here have been volt modding our GTs to 1.4V or higher and getting the same performance. You can save $50+ and do the volt mod yourself over buying the "signature edition".
For that price you can pick up a 6600 (non-GT) which should play most games fine at medium settings.

The GC is in-store only. If you purchase on-line you will not get the GC, even if you do in-store pickup. However you could always return and rebuy if you did pickup in-store ... but in that case there is no point in buying it online.
No, there is something wrong. Sempron 3100+ is plenty fast and he has it overclocked. Your should be at least double where you are at. I would start as the others suggested here and try cleaning the drivers off with driver cleaner and reinstall those. I would also reinstall your motherboard...

Yup, I wouldn't stress you seem to be in the ball park. Plus the PCIe version of the 6600GT runs with memory at 1000 Mhz default vs 900 Mhz on the AGP version. I wouldn't be surprised if you were faster than that system by simply overclocking your memory to 1000 Mhz.
Sounds fine to me, that's within spec. 12V rail variance is +/-5% for ATX spec. Plus that is not the most accurate way to measure anyways. Pull out the digital multimeter if you want an accurate measurement. But if you are not having any issues I wouldn't worry about it at all.
Yup something is pretty screwed up. I have a 6800 NU and get 11K in 3Dmark03 and 4500 in 3DMark05. Check your drivers and make sure AA/AF/Vsync are not being forced on. Then reinstall video drivers and motherboard chipset drivers.

The AGP version costs more to make due to the PCI-E to AGP bridge chip. This was also the reason for the slightly slower memory on the AGP version compared to thePCI-E version.
