As others have already said the specs you are building are major overkill. If you want a system just for your mom you don't need to go core 2 duo. You can get a e2200 or some dual core processor from Intel and put 2gb of ram. A 250GB-400GB HD is going to be more than enough for ALL your pictures...
You probably need the most updated INF updated for your hardware. Go to the dell website and download the updates or go straight to the intel site to get them. It's some kind of chipset update.
If you had to move onto another motherboard why not just buy the e6550 or some other combo. Added the cost of the HSF you probably would hit close to $150-$200 so why not just bite the bullet and go for a better combo.

I got my X-540 over 6 months ago and they are fairly good. The only thing I don't like is the heaphone jack blows. You can't get that loud enough no matter what you do. Software can help some but not very much. Other then that it sounds great with the 5.1 setup.
I got my 4G about 2 months ago and it's been great for me. It took some doing to get XP loaded on there but once you are done it runs quite smooth. The keyboard is still my biggest gripe but once you get use to it then it is fine.
Only thing you can do is update the bios and keep trying. If you got a faulty motherboard or it's just one bad batch of boards then it's time to RMA and get a new board.
Pray it isn't your motherboard. I've had similar symptoms where 2 of the 3 times it was the PSU. The one time that it was the motherboard it dies of a very slow death.
Did you turn on your monitor before you turned on your desktop? I had the same problem with my P5B vanilla board connected up through my DVI cable. I can see the screen boot up then it just goes blank.
